ABSTRACT

The article is mainly to take the rational allocation of urban space, to optimize the urban space resources, to improve the road network traffic capacity and to coordinate each main road and the road vehicle flowing as a starting point. It is the evaluation system that is through the system dynamics building road network settings, intersection, traffic lights, and the rush hour and so on. And then using Poisson distribution imitates the case that each main traffic road and the branches of roads are flowing in some places after opening. It can be concluded that the stress of traffic around the roads is decreased by comparing the traffic capacity and the number of stranded vehicles.

：时间因素对通行力的影响；

：时间因素的影响率；

：时间因素对通行力贡献率；

：时间因数衰减率(衰减率是指在没有添加因素前的值与添加因素后的值的一个比值)。
